Chauhan stages his missing drama, not abducted’

Taba Ajum

ITANAGAR, Oct 22: The high drama enacted by IPS officer Mayank Chauhan today came to an end with state police clarifying that he was never abducted and entire episode was stage managed.

Addressing a crowded press conference at police headquarter, IGP Arvind Deep informed the media persons that Chauhan concocted the whole drama of him going missing along with the help of his two other accomplishes, namely inspector Mohan Kaye and constable Virendra Kumar.

However when media persons questioned him about what made Chauhan to stage such drama, IGP Deep refused to divulge more details and said police will soon grill him in this regard. The special investigation team lead by SP Ajit Singhla cracked the case after close coordination with Assam and Delhi police.

Giving details information IGP Deep said, “On 16th October 2012, an information was received at Bhalukpong Police Station from Inspector Mohan Kaye stating that Superintendent of Police MS Chauhan, who was on his way to Tawang had gone missing from Tippi area in West Kameng District. A case was registered at Bhalukpong Police Station vide FIR No. 17/2012 dated 17th October 2012 U/S 365 IPC and a massive operation was launched to trace the whereabouts of Chauhan. The case was transferred to the SIT at Police Headquarters and round the clock monitoring was launched.”

“After sustained questioning regarding the suspicious circumstances of the disappearance of Chauhan, on 17th October Constable Virendra Kumar revealed that Chauhan was not abducted but was dropped at Tezpur town under instruction of the SP himself. Thereafter Inspector Kaye also admitted the same. In the meanwhile Chauhan was traced in Delhi on 21st October by Delhi police,” said IGP Deep. He further added, “Inspector Kaye and Constable Virendra Kumar also revealed that they were instructed by Chauhan on 16th October itself to fabricate the story that he has gone missing from the Tippi area. After dropping him at Tezpur town, both Kaye and Kumar proceeded to Tippi area as instructed by Chauhan and accordingly coined the “alleged story of missing.” When police grilled them as to why they lied, the duo stated that because of the fact they had worked with Chauhan for years together at Special Investigation Cell (SIC), they could not say no to his instruction.

The Investigation team lead by Deputy Superintendent of police J S Yadav and Inspector Nath had proceeded to Delhi to examine Chauhan in this case. Meanwhile both Inspector Kaye and Constable Virendra Kumar have been suspended and placed under arrest U/S 365/109/182/193/203/120fBJ/34 IPC for fabricating false evidence, staging alleged abduction drama and lodging a false FIR, informed IGP Deep. SP Chauhan has also been charged along with two of them. The state police concluded that as per the preliminary report, it shows that Chauhan was never abducted. He got down at Tezpur and had proceeded to Delhi by road on his own.

It is believed that by travelling through road from Tezpur to New Delhi, Chauhan managed to evade law enforcing agencies.

Surprising everyone, during this entire episode, he never tried to get in touch with any of his close acquaintance including his own family members. It may be mentioned here that Chauhan, SP (SIC), Vigilance was relieved by the administration on 10th October on his transfer to Delhi. Breaking all rules on 16th October, he was travelling on a government vehicle (Regn. No. AR-01E-6493 Scorpio), driven by Constable Virendra Kumar.

As per the report, he was on a private visit and it is surprising how an officer who is already transferred can use government vehicle and also in what capacity the two APP police officials -- inspector Kaye and constable Virender -- accompanied him?

IGP Deep also admitted the fact that state police knew about Chauhan travelling by road from Guwahai to Delhi on many occasion in the past too. The IPS officers usually avail flight or train facilities to travel and it is questionable as to why he used such mode of travelling.

This whole drama has brought bad name to the state of Arunachal Pradesh at national forum and it is time state government take tough action against such erring officers.

Mountaineering expedition team flagged in

CM expresses concern over melting of glaciers in Himalayas

ITANAGAR, Oct 22: Chief Minister Nabam Tuki today flagged-in the expedition team on return after successfully scaling the Mt Gori Chen in Tawang district bordering West Kameng of Arunachal Pradesh here this morning in a simple ceremony.

A 13-member team under the leadership of Dr K Romeo Meetei had successfully scaled Mt Gori Chen (6488 mtrs), the highest peak in the Eastern Himalayas on October 9 last after being flagged off from Itanagar by Governor Gen J J Singh on September 22.

Besides mountaineers from other states, the team included Everesters Anshu Jamsenpa and Tine Mena – both women- of Arunachal Pradesh and ITBP inspector Lobsang Sherpa. Members of the expedition team came from Arunachal Pradesh, Sikkim, West Bengal, Meghalaya, Mizoram, Assam, Jammu and Kashmir and Indo Tibetan Border Police. Five were from Arunachal Pradesh.

Dr Meetei ceremoniously handed over the flag of the expedition (consisting of the Indian Tricolor, Indian Mountaineering Foundation flag and Arunachal Pradesh Flag) to the Chief Minister marking successful conclusion of the 26-day expedition. The flag would be preserved in the State Museum.

Congratulating the successful team, including 44 year old K N Damo, the Liaison Officer and Field Advisor of the expedition, who is the Deputy Resident Commissioner (DRC) at Delhi of the State Government, the Chief Minister hailed the summit as historic, particularly for the state. As a token of encouragement and appreciation, the Chief Minister announced to award a cash of Rs 1 Lakh each to the successful team members.

As per records available, this would be the first successful expedition to the summit in which all the 13 members reached the peak together.

Tuki expressed hope that with this success under their belts, the young mountaineers would inspire hundreds of youths in their home states to take up adventure sports in a big way. Mentioning the upcoming National Institute of Mountaineering & Allied Sports (NIMAS) at Dirang in West Kameng district, he said adventure sports and allied activities would take a boost from it.

As mentioned by K N Damo in his address earlier the Chief Minister also expressed concern over melting of glaciers in the Himalayas due to global warming and climate change. He said that awareness on these disastrous man-made phenomena should be created, especially by mountaineers and adventure lovers, to save nature for life to survive in the future.

Earlier, giving details of the expedition through a power-point presentation, Team Leader Dr Meetei said that the physical fitness of the team members was remarkable. Despite sudden climatic change the members successfully completed the summit and returned to base camp as per schedule.

“None of us had any medicine during the entire expedition. This shows the fitness of the members,” he said.

The flag-in ceremony was also attended by RD and Power (Elect) Minister Tanga Byaling, Parliamentary Secretary for Sports & Youth Affairs Wangki Lowang, Parliamentary Secretary for Civil Aviation Jambey Tashi, Sports and Youth Affairs Secretary Indira Mallo and Director D K Dinglow.

Mt Gori Chen incidentally was originally (locally) called as Gangri Chen, meaning the ‘Mighty Glacier’, which ultimately got distorted to the present name.

Shaheed Sharaddanjali Yatra

BJP advocates for early solution to Indo-China border row

ITANAGAR, Oct 22: The Shaheed Shraddhanjali Yatra of Bharaitiya Janata Pary to pay homage to the martyrs of Indo-China war in 1962 culminated at India- China border at Bumla in Tawang district yesterday.

Over 200 participants from across the country paid glowing tributes and saluted the thousands of brave soldiers, who laid down their lives in the war while defending motherland, at the last Bumla War Memorial.

Flagged by BJP National General Secretary Nitin Gadkari at Guwahati on Ocotber 18, the yatra passed through Tezpur, Bhalukpong, Bomdila, Dirang, Tawang and ended at Bumla.

Addressing a public gathering at Tawang, BJP North East in-charge, P. Chandrasekhar Rao said that McMahon Line that divides the two countries was the mother of all disputes between India and China.

Mentioning China’s repeated and aggressive claim over Arunachal Pradesh and issuance of stapled Visa for its citizens by China for travelling that country,  Chandrasekhar Rao said that the boundary between the two South Asian giants should be resolved at the earliest so that the situation of 1962 does not recur. If India and China go for another war, it will be only because of border disputes, he cautioned. The government of India should effectively pursue the matter with its Chinese counterpart and seal the porous border of entire NE States, he said adding that “there should not be any compromise on the security and territorial integrity of the country”.  Both the former MPs Kiren Rijiju and Tapir Gao, who also is BJP National General Secretary and MLA, Tapen Siga in their addressed blamed  the then Nehru Government for overlooking the threat from China. They said that the present Congress Government at Centre has not learnt any lessons from the earlier bitter experiences.

Advocating for initiating fruitful dialogues for resolving the border disputes, they said that the Chinese had settled its boundary with Myanmar on the basis of McMohoan Line demarcation.

“Both the two Asian giants need each other in this fast changing world. The Centre should effectively pursue territorial issue of Arunachal Pradesh at its best possible way and in the right earnest.”

While citing mega development package for Arunachal Pradesh -2008, both the former BJP MPs maintained that  the package was announced  after  lot of struggle over the reported Chinese intrusions in Arunachal Pradesh during 2005 to 2007, destruction of Gumpas and military outposts besides staple visas issues. However, lot more have to be done in the border areas, the party said. The BJP further said that BJP would make strong presence of Arunachal Pradesh again in Delhi if voted to power.

It happens in the ‘Land of khusi khusi’

Ngurang Meena

As rightly avowed by our late former MP Bakin Pertin not very long ago “Arunachal Pradesh as the land of khusi khusi” in one of his parliamentary speech is towering at its peak and we, the so called conscious netizens are tuning it into higher frequency by being a mute spectator all the time.

How long are we to pretend that we are a self- reliant and tranquil state with all these daily dose of break fast news of murders and organized crimes and demonic deeds over riding the peaceful co-existence of our state.

In the recent attack a 14-year old teenage right activist Mallala being shot in Pakistan is being supported globally by the human rights for her untiring resistance against the Taliban.  Similarly in India Anna Hazare has occupied a seat firmly in the hearts of all natives, nation wide and the ripples of nationalism propagated in Manipur by the Iron lady Sharmilla, who has been awarded in the International Forum for her humanitarian act.

Very recently the border issue at Lungpin border in Shillong gave birth to another hero Pynskhem Nongshlong who is being supported by the local youths to “fast unto death” for their rights.  But when it comes to our very land Arunachal Pradesh, the table turns around, the whirlwind witnessed here is somewhat obnoxious, people just don’t care about the state, every one is khusi marzi, busy filling their pockets at all means by both the literate and illiterate class; I won’t say educated, because the ratio here is sadly quite negligible.

What happens when someone tries to raise voice against the wrong in our society?   -- receive bullet  in broad daylight like Tongam Rina, an eminent journalist and whose shooter  is still at loose even after 3 months of the incident. The amusing part here is that the informer of the gunmen is to be rewarded only Rs 2 lakhs. Who would like to risk his or her life for only 2 lakh. One can easily earn this amount during elections time. If paid handsome money then one may at least sacrifice its life for the family’s wellbeing.

And I am deeply struck with the recent incident of mysterious disappearance of 2008 batch IPS officer M S Chauhan in Bhalukpong, who was the in-charge for the investigation cell to probe against the 1000 cr gothala in our state. It is another blow to our state. Jaago janta jaago, for god’s sake speak up the truth.

When it comes to development, instead of harnessing the potential resources, the contractors, concerned depts and ministers are exploiting it illegally for personal benefit. May be it is the Kharsang coal mines in Changlang district which was recently raided with tons of coals discovered by the Assam police in the border of Margeritha division, Tinsukia or be the pathetic road condition which is nonetheless the moon craters on earth. For a sound economy, the foremost priority of the state is to have a good surface roads for all the economic activities like transportation, communication, marketing etc which is otherwise a bottleneck in the progress of a state.  The youths who are well aware of the prevailing catastrophe in our state are hibernating with frustrations because half the population is unemployed, with no job opportunities owing to lack of private enterprises. So, everyone at the mercy of Govt jobs.

Secondly, the teachers job which seems to be very fascinating these days with the effectiveness of the 6th pay commission. Some of the Govt teachers who are secured for the rest of their lives fail to render dedicated service and the other half who opt for private teaching with no option left, earns a minimal salary of about 3500 in private institution, which is the pocket money of school kids these days.  Its really hard to survive on this salary in today’s modern world and the result is, in both the sides the incentives to teach diminishes, which can be fixed only by flooding job opportunities in the state.

With all these haphazard in the state, still there are few groups of people who still believes in a utopian state and the day will soon come when this “land of rising crime” will succumb to death and the Arunachal will once again be a proud “land of rising sun”.

The expedition was flagged off by the Governor at Raj Bhavan, Itanagar on September 23.

Mount Gorichen, which is 6488 meters from sea level, is regarded as one of the technically difficult peaks of the world to climb owing to its terrain, rock face, avalanche and crevasse zones and ice wall. Let’s burn the real Ravana

Durga Puja special

Dr. Jayadeba Sahoo,

In today’s life, full of chaos, tension and turmoil, festivals bring a new joy, zeal, enthusiasm, mutual love and cordiality in our lives. However, in the absence of true knowledge, we can’t understand the real message behind the festivals and just keep celebrating them by observing rituals. It is only through the real knowledge revealed by Incorporeal God Shiva through the corporeal medium of Prajapita Brahma in the present auspicious Confluence Age that the darkness of ignorance disappears and we are able to live our lives in a virtuous and value-based manner.

The festival of Dusshera, also known as Vijay Dashmi, is enthusiastically celebrated every year on the 10th day of Asvina month of the Hindu calendar, all over India. It symbolizes the victory of good over evil and truth over falsehood. Dussehra marks the beginning of the festive season, extending up to twenty days till Diwali, which is another largely celebrated festival. Dussehra is celebrated by burning the effigies of the ten-headed devil Ravana, who was believed to be the King of Lanka. The world is totally ignorant about the presence of Ravana in the human beings.

As per great Hindu scripture Ramayana, it is said that Ravana, who, despite being a very ardent devotee of God Shiva, had abducted Rama’s wife Sita, mainly because of his ego and vice of sex-lust. Later, Rama with the help of an army of monkeys (Vanar Sena), fought a war with Ravana and killed him. According to Godly knowledge revealed by God Shiva, the legends mostly bear symbolic significance, relating to the present Confluence Age.

Otherwise, it is impossible for any human being to have ten heads. The mystery behind the same aspect is very clearly explained by Him that in the present Kaliyuga, all human beings are inflicted by Ravana, i.e., five vices (Sex-Lust, Anger, Greed, Attachment and Ego). That is why Ravana is shown to have ten heads, i.e., symbols of five vices each in men and women. In Sanskrit also, Dussehra means taking away of ten vices. Thus, Ravana is more of a symbol of these vices rather than a historical figure. Dussehra symbolizes the burning of these vices from their root, which is possible only when we, the souls who have become vicious and sinful because of body-consciousness, birth after birth since Dwapur Yuga and because of ignorance of true knowledge, are enlightened by Almighty God Shiva with these very aspects. Incorporeal God is also known as Paramatma Ram, who is different from Shri Ram of Ramayana fame. However, in ignorance of the true identity of God, we have called Him omnipresent, and thus, abused Him, because by calling Him omnipresent we have assumed that He is present in all the creatures, such as animals, birds, insects etc. In fact, God Shiva is bestowing on us the real Gita Knowledge. Through His Gyan Murli, i.e., the flute of knowledge, He gives us the most elevated Shirmat, i.e., Godly advice. He tells us various codes of conducts, which we must abide by at all costs.

However, if we cross this ‘Line of Control’, which is referred to as ‘Lakshman Rekha’ in Ramayana, we souls, who are Ram’s true Sitas, are put in the cage of Ravana or vices, which is referred to as Shoka Vatika. Thus, the mention of Sita being detained by Ravana is also the symbolic reference of the fact that in this old vicious world all souls are influenced by Ravana. Seeing us in such a distressed and impure state, God Shiva reincarnates, bestows on us His most elevated Godly knowledge and, thus, liberates us from Shoka Vatika of Ravana and takes us to the Ashoka Vatika, i.e. Golden Age for 21 births.

The ever-increasing influence of these deeply rooted five vices and their progeny such as jealousy, cunningness, laziness, carelessness etc. can be evidenced from the increasing size of effigies of Ravana which are burnt every year. This proves that despite burning Ravana’s effigies every year, we have failed to burn the real Ravana. This is evidenced by innumerable nuclear weapons and missiles which have been invented by various nations to destroy the enemy countries. According to Godly knowledge, nuclear wars, natural calamities and civil wars become instrumental in the great transformation of the old, vicious, dirty Kaliyugi world. And, in order to give us our birthright of liberation and fruition, He takes the help of us children, who before receiving this Godly knowledge were so vicious and sinful like monkeys. Monkey is such an animal who possesses all the five vices at extreme, more than any other creature. The same fact has been mentioned apparently in Ramayana that in order to kill Ravana, Rama had taken the help of an army of monkeys. We must introspect and try to find out the reason why despite celebrating these festivals year after year, we haven’t become viceless or pure? Why even after reading these sacred scriptures a number of times, our minds and intellects are still polluted and we keep on doing misdeeds day after day. Let’s understand that God has given us the slogan, “World Transformation through Self Transformation.”

Quarrels, fights and confrontations have literally become the accepted norms of the day even for petty matters. Not even a single person is happy and peaceful. The cremation of the 5 vices, as mentioned earlier, will be the real celebration of Dusshera. This can only be possible if we attain Godly knowledge, i. e, know the self and God, and practise Rajyoga meditation. Through meditation one can establish the strong link with Incorporeal God Shiva whom we lovingly call Shiv Baba. He is a point of light.

God also says that charity begins at home. If I want to change the world, I need to change myself first. In view of the signals from the pathetic conditions of the world including nature, people etc., it can be inferred that destruction is round the corner. So, very less time has been left before we make our final journey to our Sweet Silence Home, i.e., Incorporeal World, for which we must all need to put in our best efforts to burn our past sins and misdeeds through God’s loving and powerful remembrance and thus become viceless and pure.

But this destruction will be followed by the establishment of new world – Golden Age or Paradise, where everything will be pure and fresh. So, in order to be part of the new civilization, let’s pledge on this Dussehra, to forge all relationships with God and burn the vicious Ravana from our mind and intellect completely, and thus, become entitled to our God Fatherly birthright of Golden Age for 21 births. This will be celebrating Dusshera in the real sense. (The writer is a Faculty, Brahma Kumaris, RERF, Itanagar & Professor & Head, Dept. of Education, Rajiv Gandhi Central University, Rono Hills)

We are too facing acute shortage of land

Dear Editor,

Through  the columns of your esteemed daily, the Bongleng Village Development Society (BVDS) would like to request the SSB officers/officials of Tawang District not to request our villagers for giving plot of land in our Bongleng village as we are already facing acute shortage of Land within our village itself. Moreover, our villagers have not sold even a single piece of Land to other people (other villagers/District), which is as per customary law. Of course SSB officers/officials are very helpful to our villagers for providing some solar lights, but unfortunately, we are sorry to say that we are not able to spare our land to the SSB due to limited Land.

Let the truth come out in public domain

Dear Editor,

This is the first time in state that an IPS officer defamed the state by misleading the public by framing himself as went missing or kidnapped. IPS officer M S Chauhan, mysteriously went missing in Tippi, Bhalukpong, West Kameng district on October 16, has been traced in New Delhi on Sunday. It is very serious crime in part of police.

His integrity was always in doubt during his entire service life in Arunachal as a responsible police officer. In last year Assembly session, even our MLAs also raised question on his integrity that he have taken bribe or demanded huge amount of money from accused persons of PDS scam case. He was the investigating officer of PDS scam in which many high profile people were involved and became accused. He even did not enter his name in Police check Gate at Bhalukpong as it is informed by officer In-charged Check Gate Bhalukpong. He instructed his driver and attached PSOs to wait somewhere at Tippi, went missing from Tippi when he alongwith inspector Mohan Kaye and Constable Virendra Singh, were on their way to Tawang. Chauhan had handed over his cellphones to his driver while leaving the vehicle at Tippi market and asked them to wait for him at a nearby river where he was supposed to join them for lunch, but did not turn up.

His intentions are very much cleared that he wanted to defame state Government by framing himself as gone missing. Missing and kidnapping report has been widely published in media in national level.

Is this a work of vigilance officer of a state? There are so many questions arises - Did accused kidnapped him to change report and statement in form of affidavit regarding PDS scam? Who instigated to do so? Who were the main planters? Who are the conspirators? Who called him to get down at Tippi? What is the purpose of going Tawang as his transferred order was cleared on 8th October, 2012. Why he not attached his Y-Category security till his stay at Arunachal? How he came to Delhi while police were searching him? If he intentionally framed up this than MS Chauhan should be declared as terrorist and criminal case be registered against him by police and immediately issue warrant arrest from court to investigate him in jail. Let the truth come out in public domain.

All his mobile details should be cracked including driver and attach police officer. Find out the persons who were the mastermind behind them. His job be suspended and terminated if found guilty. Severe punishment should be given to him as per law of land.

Angling in Ganga Lake

Dear Editor,

Once some of my friends and I were having a discussion to how to attract tourist in Ganga Lake. Other than those usual suggestions, someone came up with this idea of allowing angling in the lake. I think it will be a great idea if a regulated fishing is allowed in the lake, either throughout the year or in the form of an annual festival or something. The interested fishermen will be charged a fixed rate for the purpose and the fish could either be released back or be allowed to take home for food. However, a detail study has to be carried out to find out whether the practice will have any negative impact on the fish species of the lake. Fishery department can help the management to introduce and maintain fish population of the lake. If all the aspects are taken care of, angling will surely attract a lot of people around the region.

Disaster management and role of women

Over half of the 200 million people affected by disasters each year were female, according to the head of the UN office for Disaster Risk Reduction Margareta Wahlström. She called on women and girls to take leadership in disaster management in a world where disasters are on the rise  and further said that  the best disaster recovery programmes in the world involve women who have survived such events. “If we are to build true disaster resilience we need to put the emphasis on their greater involvement before disasters strike.”

Women are responsible for many of the key strategic decisions of daily life. In many parts of the world this includes securing food, water and energy. They have real impact when they are fully involved in community planning for disaster risk reduction.

Talking about how discussions which have now opened on the development of a new Post-2015 international framework for disaster risk reduction, she said “We have learned from implementation of the existing agreement, the Hyogo Framework for Action, that national planning for disaster relief and recovery often excludes considerations of gender-based vulnerability and risks. One important remedy is to empower more women and girls to engage as volunteers and develop careers in disaster management.”
